Ragini SinhaTrump Super Intelligence : अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप ने संघीय एजेंसियों को AI के बजाय ‘Super Intelligence’ शब्द इस्तेमाल करने का निर्देश दिया है। यह फैसला टेक कंपनियों के साथ उनकी सरकार की बढ़ती साझेदारी के बीच आया है। White House में हुए एक लंच के दौरान टेक कंपनियों के प्रमुखों ने स्वैच्छिक सुरक्षा समझौते पर हस्ताक्षर किए। बैठक में डेटा सेंटर बढ़ाने और AI सुरक्षा पर भी चर्चा हुई।

AI से ‘Super Intelligence’ नाम क्यों?
ट्रंप का कहना है कि ‘Artificial’ शब्द तकनीक को कुछ हद तक नकली दिखाता है। उनके मुताबिक ‘super’ शब्द इसकी क्षमता को बेहतर तरीके से दिखाता है। उन्होंने पहले सार्वजनिक तौर पर इस बदलाव की बात कही और बाद में संघीय एजेंसियों के लिए नया शब्द अपनाने का निर्देश दिया। हालांकि, ‘Super Intelligence’ यहां तकनीकी अर्थ में Artificial Superintelligence नहीं है। शोधकर्ता Artificial Superintelligence का इस्तेमाल ऐसी काल्पनिक मशीन के लिए करते हैं, जो हर क्षेत्र में इंसानों की सबसे बेहतर क्षमता से आगे निकल जाए। अभी प्रशासन का नया नाम मौजूदा AI तकनीक के लिए ही इस्तेमाल होगा। यह बदलाव अमेरिका और चीन के बीच तकनीकी प्रतिस्पर्धा के संदेश से भी जुड़ा है।

AI सुरक्षा को लेकर बढ़ी चिंता
नए नाम के साथ AI सुरक्षा पर बहस भी तेज है। Reuters और Ipsos के 17 से 20 सितंबर के सर्वे में 73% लोगों ने कहा कि AI कंपनियों ने गंभीर नुकसान रोकने के लिए पर्याप्त काम नहीं किया है। ट्रंप प्रशासन विकास की रफ्तार धीमी करने वाले उपायों का विरोध करता रहा है। ऐसे में ‘Super Intelligence’ नाम तकनीक को ज्यादा सकारात्मक तरीके से पेश करने का प्रयास माना जा रहा है। बैठक में OpenAI के ग्रेग ब्रॉकमैन, Anthropic के डारियो अमोदेई, Meta के मार्क जुकरबर्ग, Google के सुंदर पिचाई और Nvidia के जेन्सेन हुआंग शामिल हुए। एलन मस्क, Microsoft के सत्य नडेला और AMD की लीसा सू भी मौजूद थे।

कंपनियों ने क्या सुरक्षा वादा किया?
ट्रंप ने कंपनियों के समझौते को ‘लगभग संविधान जैसा’ बताया है। उन्होंने AI सुरक्षा की निगरानी के लिए 10 सदस्यों का बोर्ड बनाने का सुझाव भी दिया। जुकरबर्ग ने कहा कि कंपनियां मजबूत आंतरिक नियंत्रण बनाएंगी। समझौते में स्वतंत्र ऑडिट, आंतरिक निगरानी और बोर्ड स्तर की निगरानी शामिल है। इसका मकसद AI सिस्टम को अनधिकृत तरीके से हैकिंग या तकनीकी ढांचे तक पहुंचने से रोकना है।

समझौता कानून नहीं, स्वैच्छिक पहल
यह समझौता स्वैच्छिक है और इसे कानूनी बाध्यता के बजाय ‘नैतिक रूप से बाध्यकारी’ बताया गया है। यह मौजूदा कानून, नियामकों या सरकारी कार्रवाई की जगह नहीं लेता। सरकार ने डेटा सेंटर निर्माण तेज करने की बात भी जोड़ी है। कंपनियों को बिजली की मांग, लागत और स्थानीय समुदायों की चिंताओं पर काम करना होगा। अभी नाम बदलने से सरकारी संदेश जरूर बदलेगा, लेकिन AI सुरक्षा, प्रतिस्पर्धा और जवाबदेही पर बहस जारी रहेगी।
